Battery dying even while plugged in?! Really Apple??

This ipad 2 wifi loses it's charge even while plugged in. Is that normal? It takes a very long time to charge when turned off.

It's been like this since I bought it in Oct 2012 but I'm using it a lot more and hence the short battery life is a real bother! Has anyone experienced/fixed this issue?

I'm a longtime Apple fan but this is just brutal.

What charger are you using? I ask because the symptoms you describe are those to be expected if the iPad is plugged into an iPhone charger or into a Mac computer for charging. Charge time will also be increased if you have the GPS active--even if the iPad display is off--because GPS is a battery hog but it should still charge easily with the iPad charger.

If you are using the 10 Watt charger that comes with the iPad then the charger, USB cable, or iPad is likely defective.

The 10 (and new 12) watt chargers are about 1.75 in. by 1.75 in by just over an inch. They also have the power rating inscribed on the case.

The iPhone charger is a small cube that's about 1 in. x 1. in x 1.1 in. It does not supply enough current for charging an iPad.

If you have a third party charger look for the current rating. It should be labelled. .5 amp is good enough for an iPhone but at least .750 amp is required to just begin to charge an iPad--2 amps is ideal for the iPad 2. The 12 watt charge arrived on the scene with the iPad 4th gen which has a larger battery. It supplies 2.4 amp. The original iPad charger (10 W) supplies 2 amps.

You can see a picture of both iPad and iPhone chargers here.

Can the 10 be used with the iphone 5?

Yes. So can the 12.

Seems weird there is a 5 and a 10... Why not just one. Economics maybe?

Speculation as to why Apple keeps both around is really against the TOC for these forums, besides, Apple is the only one who would really know and they aren't saying.
