Why is Safari locking Youtube Safe mode?

On youtube I am stuck in safe mode. It is off when I am on my homepage, however on videos it is always on. I scroll down to the problem and tried to turn it off, but just refreshes and resets safe mode back to on. And it is not a youtube account issue, because I logged out of youtube and I still have the same problem. In firefox however, there is no problem. I look up the issue an Youtubes response about it is: "We have concluded that this is because of software installed on user's machine or a setting by the user's network administrator that turns on safety mode for all their activities on certain sites."

I know is not a network Issue because Firefox doesnt have it. So Safari is doing something. I have tried clearing he Cache, and delting history neither did anything. What is going on?

MacBook Pro, Mac OS X (10.6.8)

So I solved it buy deleting the cookies. something in cookies was causing I guess. Deleting history and clearing cahce put me on the right track but I still had some house keeping to do.
