Making annotations in Preview 6.0

My annotations from another PDF browser (PDF Expert) come out as "Table of Contents" in Preview. But they are not editable and I cannot add to the list. Bookmarks are opaque to me in Preview, but are just what these notes are called in Acrobat and PDFExpert. Is there a way to create the equivalent of "Bookmarks" in Preview and to edit those that show up from other software?
