Apple does not unlock iPhones. Only the original cellular provider can do that. Contact them.

If that is your cellular provider, yes.
Since the CDMA iPhone 4 does not have a SIM card slot, you will not be able to use it on GSM carriers like AT&T or T-Mobile.

Most CDMA carriers will not activate a device on their network that was not originally sold for their network.
Sell the phone to someone that can use it with Sprint and buy a new iPhone for the network you desire to switch to.
