Can't install "find my device" app.

I just bought used iPod touch, gen 4.

The device had been reset to defaults.

I tried to install the "find my iPod touch" app., but a request appeared wanting a logon using the previous owner's e-mail.

I can contact the previous owner, but what do I ask them to do to let me register the device to me?

(How does the previous owner tell Apple that they sold the device?)

iPod touch, iOS 6

I don't know how it was set to defaults, but I had to start by finding a WiFi, and entering my name, and several settings. It looked like what I would expect for a new unit to be asking.

And it seems to me that for the "find my device" app to be useful, it should not be able to be reset by just a reset of the device... or any thief could do it. The internal ID of the device must be stored by Apple and tied to the owners Apple ID.

Apparently, I can not install other applications either, as when I tried for Netflix, it asked for the old users' password again.

Can't install "find my device" app.
