Why doesn't documents and Data show up in my settings:icloud on my iphone

I do not have a Documents & Data box on my iphone 4s or ipad 2 when I go to Settings:icloud. I do have the box on my MacBook Air. I can not sync an app without this box being checked. I am running IOS 6.1 and my itunes is up to date as well. I also can not choose Automatically backup to icloud for either of these devices as it tells me I need to check that they are connected to the icloud which they are.
