I cannot move any icon in the Dock or favorite bar anywhere.

Hi thee! I just upgrated from Snow Leopard to Mountain Lion, an d now I cannot move any icon in the Dock or favorite bar anywhere or delete it. When I move the icon it sticks to the mouse pointer forever. Regardless of what I do. Only by restarting the finder or Mac this goes away. The same thing happens in Safari! I can't arrange the buttons! Same think happens in Safari with bookmarks; I can't move them.

Anyone any idea? .... Frustrates me ...
