You followed the instructions on that page exactly i.e. you are creating a new account (not updating an existing account), and you selected a free app in the store and clicked on 'create Apple id' when 'buying' it ? The process worked ok for me when I tried it earlier today.
There's no "none" options in the payment method? Why is that?
