Can I delete the info in my cloud account and start over?

You would have to go to icloud.com from your computer and manually delete all the data, then delete any backups from your account from your phone (Settings>iCloud>Storage & Backup>Manage Storage, tap the name of your device in the Backups list, tap Delete Backp). Or, you could create a new account by going to Settings>iCloud, tap Delete Acccount, choose Keep on My iPhone, set up the new account with a new ID, turn on your iCloud data syncing and choose Merge when prompted. You would, however, be leaving your existing iCloud email address behind.
