How do I reinstates disabled account. Apple disabled it, have many apps to update.

I want to reinstate my disabled account. M able to sign in to apple support with disabled account, but cannot update my apps or retrieve a $35 iTunes card I started using when apple disabled my account because my kids were using it unauthorized.
