I am using migration assistant to move files from a Viao PC to a Macbook Pro using WiFi. Both machines are on the network. The Mac sees the PC and displays a passcode. The PC does not see the Mac is the window says "waiting for your Mac to connect".

Are you following the instructions for Windows Migration Assistant given in this page?
Turn off Windows firewall on the PC.
The firewall is is the answer. Turn it off.

Just had Exact same problem today.
My solution was ...
Yes turn off fire wall, and also on the PC, go into control panel and "User Accounts" and turn of UAC. User account control. OFF. Save settings.
Then , reboot PC as well as Mac and restart process with Migration assistant and it will work.
