i downloaded a ringtone for my iphone and it sent to my ipad.

Ringtones are currently a one-time only download, so you will need to copy it from your iPad to your computer's iTunes via File > Transfer Purchases (File > Devices > Transfer Purchases if you have iTunes 11 on your computer) - it should copy over to the Tones part of your iTunes library, and you can then sync it to your phone

I have the same exact problem!!! iPhone 5c.. And I am frustrated.. I'm not sure how to follow your advice.. But will try..
