If you have iOS 6.1 on your iPhone 4s as your information shows you already have FaceTime...you need to make a phone call to another iPhone then tap the FaceTime icon in the box in the center of your screen.
Facetime is not a downloadable app.
If the phone came from KSA or UAE in the Middle East, it has been permanently removed from the phone. It is banned by law there.
