How are you trying to charge it? the best way is plugged into the wall with its supplied charger.
If you're not doing it that way, what's happening? are you getting any error messages or sounds from your device?
Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
And this - Unplug the charger from the iPad and then replug. May resume charging.
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night. In rare instances when using the Camera Connection Kit, you may notice that iPad does not charge after using the Camera Connection Kit. Disconnecting and reconnecting the iPad from the charger will resolve this issue.

My new Ipad2 refused to charge after 3 weeks and was just dead screen, used my daughters charger thinking
the wall charger was faulty but was the same, after trying what you had said holding the sleep and home buttons at the same time worked a treat!!! rebooted the system and all is well.🙂

Hi, another thing to check is the USB cord. They aren't interchangeable with each other and therefore if you aren't using the correct one, they won't recognize the device.
Try this.
If your ipad is off or dead just plug it a charger let it charge. It will charge slowly. Or connect the ipad to a computer and let it charge. Just enough your computer will detect it. You have to do restore. Once you can use ipad while its connecting to your computer. Try this.
Turn on WIFI once your connected. If your have your FIND MY IPAD on you have turn it off. It wont allow you to restore it. Go to PRIVACY then LOCATION service make sure its on the go to FIND MY IPAD turn it off it will your Apple ID and password once your it off. Open your itune it should detect your ipad already the you can restore it. If it doesnt ask to turn off FIND MY IPAD go ahead restore. You will have fresh restore what ever you have there will be delleted. NOTE: you will need to backup if you files that you need. Once its done. You will now be able to charge your ipad with out or using your ipad.

OMG I have a similar problem with my iPad 4!!!!
My child's ipad does not charge either. When you stick the charger in, and turn the plug on it doesn't charge but my children found out if you power it off while it is charging (charger in, plug turned on) it charges. Hope it helps
