if i purchase a film via itunes store and download it to my ipad can i then burn the film to disc and how do i do it, new to this game, any comments and advice would be helpful.

You can burn it to a data DVD from a computer for storage and transport, but not a video DVD for playback outside of iTunes.
Creating a data DVD of it is done exactly the same way it is for any file.

The Purchase of a film through itunes is only valid for the Digital version of said film. Legally you cannot burn the movie to a DVD. Its just not within the scope of the Digital Rights Agreement for Digital Media.
so basically, if i want a copy of the film i've purchased to play in a portable DVD player i have to buy another copy from HMV, Amazon or somewhere like that, and also i cant load any DVD's i already own onto my ipad, is this right ?

Legally no. Off the record is another story. But we can't really go into details here. Many physical DVd or Blue Ray movies now however come with a Digital Copy version you can download to your iPad via a code.

Yes, that is right. The content owners do not allow Apple to offer burning such content to video DVD as a feature.

Some DVDs and Blu-Ray movies come with a "digital copy" that allows you to download a copy of the movie for use on computers and portable devices. You might see if any of the DVDs you have come with such a feature. Walmart/Vudu also has a service that basicially gives you a digital copy of a DVD you already own. See:

Otherwise, you are correct; the laws in the US and several other countries make it illegal to break the encryption on the DVD (or Blu-Ray) which is necessary to convert to another format. Stupid, I know, but that's the law.
