I have a new I Pad 4 (32GB). I bought an art app. I find that I am able to use a brush stylus in the app but not a regular stylus.
Thought I'd be able to use regular stylus to write notes, etc., but can't. Does I Pad 4 support using a stylus?

The iPad's screen supports only the soft styluses. Not the hard tipped pen like styluses.
That is just the way the screen is made.
There are however dozens of 3rd Party soft tipped stylii that are compatible with the iPad out there. Personally I use a Targus stylus.

Soft tipped stylus' are for capicative screens, which is what you want. The stylus' for resistive screens are the ones you want to avoid.
The iPad 4, or Mini has a capacitive screen like Apple's other iPad's or iPhones. So yes, stylus pens will definately work on it. Actually, it is good practice to use a stylus once in a while, because they don't smudge the screens lik human fingers do.
You can find ipad stylus pens in many places online and in stores. Generally online is cheaper, but you have to wait for the delivery. If you're gonna get it online I recommend getting from a site within your own country. I once ordered a stylus pen and , well, 50 days later it still hasn't arrived.
