Tethering iPad LTE to iPhone

Hi everyone,

I am having a weird problem here. I bought an iPad with huge data plan because my iPhone is on contract and has rather limited data each month. I want to tethering my iPad to my iPhone 5 so I can share the LTE connection on my iPad with my iPhone. However, it does not work this way.

I can only make my iPad to share the 3G connection on my iPhone 5 but not the other way round. I have turned on Personal Hotspot on both devices, while iPad has no trouble seeing my iPhone and sucking the data out of it but my iPhone just couldn't connect to my iPad. After I have paired the two devices by letting iPad take the lead. It will refuse to work if I turn off the Personal Hotspot on my phone and try to access internet through the LTE connection on my iPad. It will pop up an error message saying the iPad is not on or not in the range. Frustrating!

Does anyone know how to get around with this? I suspect this is a limitation of iOS. Please help.

iPad, iOS 6.1, 4Gen LTE
