Exchanging broken iPod abroad

So I have this iPod touch (the 5th gen one), and it fell down and I got some dent on it. I've tried taking it to the local customer service here in my country, and it looks like it got charged really high. I tried surfing for iPod service pricing and I found out that Hong Kong gave the best price for me. I was wondering if I could excange my iTouch there. Is it possible? If yes, which replacement do I get, is it the new one or the refurbished one? And how long will it take for the new or refurbished iTouch to be delivered to me?
