So disable location services in settings if you want to stop all location based apps.
You can also double click the home button, the press and hold any app in the recent task bar, and close them completely by pressing on the circled X in the app icons upper left corner. However, simply having something in the recent task bar does not mean it is running - very few apps can actually do anything in the background. As far as location based apps, if they are actively running, you should see the location services arrow in the top right of the screen.
Unless you are actively using a GPS/map app (ie. it is active on the screen) it should not be doing anything, so which app do you suspect is causing you a problem?
