My apple ID is disabled.

I have $18 in my account, but when ever I want to buy app or even free app a msg appears after I put my password that my apple ID is disabled. Please help to enable my account. My user name and password are working but I don't understand why it's disabled?

iPhone 5, iOS 6.1, Also using my mini iPad
