Yes the phone will always be unlocked.

A factory unlocked iPhone reset to factory settings should still be an unlocked iPhone.

as long as by "factoty unlocked " you mean the carrier approved

and processed the unlock process and the iPhone was restored though iTunes ?

Well, if it was officially bought from Apple as an unlocked iPhone it was never locked to a carrier so that counts also.

But the OP started with, "I had my iPhone 4s factory unlocked..." which would indicate they didn't buy it that way. And the term "factory unlockes", which is meaningless, often indicates it was unofficially unlocked through a hack as some unlocking sites use that term.

There is generally a misundersting this area

there is no such thing as as a factory unlocked iPhone

there is an iPhone which has not been carrier lock as has

been available outside the US from day one

there is no evidence in OP that he purchased NOT locked from Apple 😉

I was reading it as unlocked from the factory, i.e., Apple, but if it actually means it is a jailbroken iPhone then all bets are off.

"Factory Unlocked" means I would presume that it was unlocked by the network officially, if that is the case then it will stay unlocked even if you reset or restore it multiple times.

"Factory Unlocked" as has been covered here, doesn't mean anything.

What is really needed here is for the OP to state exactly what is meant by unlocked...was it purchased from Apple unlocked, or was it unlocked by someone else, such as a jailbreak.

Otherwise we are just guessing at what actually has been done to this iPhone.
