Facetime on the iPhone is not an application, it is accessed through the Phone app. Also, it needs to be activated in Settings, and unless you are on iOS 6 and above and the carrier supports it, you must be on wifi. There are also devices sold in Middle East countries that have Facetime permanently disabled.

iPhones sold in Saudi Arabia and several other countries have FaceTime disabled.
If this applies to your iPhone... Sorry... But... This CANNOT be changed.
