iPhone Child Lock

Is this possible to make an Child Lock app in iOS. We can control (Enabled/Disabled) other apps when this child lock is enabled.

For example when child lock is on, child can't open any other apps except photos/videos (can able to view them). Incoming calls/messages are allowed in child lock mode, but restricted for Outgoing calls/messages when this mode is enabled.

Any idea regard this? Thanks in Advance.
