Safari message "could not activate cellular network" even though I have 5 bars of 3G

Is there a fix for iPads that show a message in Safari or any app accessing cellular data of "could not activate cellular network" even though I have 5 bars for my carrier and 3G access showing in the top left of my iPad2. PS. this problem only started wfter I updated the iOS recently.
