My Mac is Mac OS X version 10.4.11 with a 1.9 GHz PowerPC G5 processor. It is not a Tiger. How do I get the latest version of Safari. I have Safari 4.1.3.

Safari 4.1.3 is the last version of Safari that can run on Tiger.
Safari works will for me in 10.4.11.
You could try TenFourFox.
