Missing Media

I have purchased tones on an old iPhone and recently got a new one and they didnt sync.. when I connect it to itunes on my computer it says that they're there but I can't find them anywhere on the phone.. this has happened to me before when I first purchased them, and now it's happening again with this new device. Any suggestions?
