Me too and I'm stumped. If you find a fix, please post it.

I was having this problem when trying to import an .ics file. The fix I found was as follows (comes from this article: http://support.apple.com/kb/TS4337?viewlocale=en_US&locale=en_US):

    1. Backup all your calendars (Export them to .ics files)

    2. Exit Calendar/iCal

    3. Disable iCloud calendar syncing (uncheck the "Calendars & Reminders" checkbox in the iCloud section of System Preferences) and agree to delete copies of the calendar etc. on your Mac.

    4. Open Calendar/iCal (should be blank).

    5. NOW import the .ics file that was creating all the 403 errors. Put it in a calendar "on your Mac".

    6. Close Calendar/iCal

    7. Go back into System Preferences and re-enable iCloud Calendars & Reminders. You should be notified that your local calendars will be merged online.

    8. Open up Calendar/iCal - it should now take a few minutes and move your "on my Mac" calendar to iCloud without the 403 errors.

Hope that made sense and helps. It stopped the error for me while I was trying to import an .ics file.

Rather a shame that Apple's got such a bad glitch that requires such a time consuming work-around!

Thanks mactravels, the procedures have changed a little bit since you wrote that back in 2013 but I followed effectively the same process, except:

    • My backup was Export -> Calendar Archive...
    • "Calendars & Reminders" is now two two checkboxes.
    • I did not get prompted to delete copies of calendar etc...
