If you can't find it, you can always spotlight search by swiping left from the home page and typing Facetime.

A quick check around does indeed verify that the particular iPad models sold in the United Arab Emirates (And therefore Dubai) have Facetime disabled.

It is blocked by model number and cant exist on that model.

Mr. Jacobs, I have an iPad 4. And y Aunt bought and open it in UAE  . But it supports FaceTime.

Many iPads sold in UAE have been illegally imported from other

countries and resold via gray market. Any iPad destined for

authorized reseller in UAE will FaceTime blocked and will not

be able to have it installed. Your iPad is gray market, not sold

by an Apple authorized reseller.

Yeah, They Don't bought it from An Apple Store , And it is Made by Other Country Right ?

And i thought Black market is illegal mot grey market
