Fail to Buy coin of LINE but bill have charged

On 10/02/2013,15:20 I have to but coins of LINE 2 time

(1 transaction has fail and 1 transaction has success) and i got coins for 1 transaction.

But Bank has inform me about LINE have charge my money twice.

First I already inform Bank to sequester my credit card for investigate (part Bank).

Please advise me

I already buy app "GARMIN Thailand" $19.99 but this app it not work and very very disappoint (like to deceive)

You can prove my complain via comment rate for app. How do you manage for app like this? and how i can refund my money?
