When a youtube video is embedded to a website, the title of the video is displayed (upper right hand corner) and it's a lin, the link will take you to YouTube showing that video. The problem is that once the video is played, the title is no longer a link. The only way to make it a link again is to reload the page.
I'm using iOS 6.1 on my iPad. Is this a known problem? Where should I report this problem?

Embedded youTube links work OK for me on iOS 6.1.
What website are you talking about? The problem could well be on the website. Note that what you see as a link could actually be a Javascript call.
As far as I can see the title link behavior is identical whether the video is in an IFRAME or embedded. In both cases the title link is active at the end of the video.

The behavior of both is the same on my iPad 4 running iOS 6.1.
With either embedded or iframe video the link is not active in the middle of the video.

Thank you for your reply. The embedded video works fine for me too. The problem is with the title link not working once the video is played.
You can test it yourself using this code.

Notice how the title is a link when the page first loads, but if you play the video for a few seconds and stop it, the tilte is no longer a link.
This is exactly the problem I'm noticing and the reason for this bug report.
This is a very annoying bug and it would be great to see it fixed. Any idea where the problem lies? I don't know if this is a bug in the YouTube code, Webkit, Safari Mobile or some other area.

If I wait for the video to end the link is indeed working. However please confirm that if you stop the video in the middle somewhere, the title is no longer a link.
