i have an iphone 4s ios 5.1.1,and i just up grade to ios6.1 and now i cant make and recive calls...

What have you tried to resolve the issue?
It would worthwhile doing a reset on the iPhone. To do this press the 'Home' and 'Sleep' button for a while until the screen goes dark and the Apple logo comes up. Then release the buttons and let the phone do its reboot.
You will not lose any data/apps or anything by doing this but I hope that your hone then works properly.
