after update to OS 6.1.1 dose not send sms, weak network and battry

Settings > General > Reset > Reset Network Settings.

 

Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new).  Try each of these in order until the issue is resolved.

 

If none of that resolves the SMS issue, contact the carrier.  SMS is a carrier feature.
