If i restore thn i able to get my data back from icloud
Yes. A the end of the restore process you will be give the option to "Restore to iCloud Backup".
Forgot to mention that you must have an existing iCloud backup to restore to. If so, you can restore to it aftering restoring your iPad.

Not sure what you mean by "play". And .ipa file is an app, which is synced to your phone using iTunes. Once on your phone, tap the app icon to launch it.

Never heard of installing an app that way wo can't tell you if it will work or not. The supported way is to sync it to your phone using iTunes.
