How do I access my previous time machine backups? It tells me to create a new, fresh, backup. Then, I can't access any other backups before that new one.

That device doesn't work reliably with Time Machine. I suggest you use one or more locally-attached external drives, or, if you want network backup, a Time Capsule or another Mac via file sharing.
I Just need to access my previous backups from before a new, fresh backup was created.
I'm afraid you can't. They were deleted. As this experience shows, one backup is not enough to be safe.
