Reset password and apple id is still disabled.
My apple id has been disabled on both my iPad and phone for almost 3 weeks now. I have reset my password at least three times already.

Try closing the Settings app via the iPad's task bar, do a soft-reset/reboot, and then retry
You did both, closing the Settings app and a soft-reset/reboot ? Have you tried logging in via the iTunes Store and/or App Store apps ?
Being able to log into an account and being able to download things are two separate things. Assuming that you haven't violated any store's terms and iTunes have blocked the account, contact Support again.

I did a password reset but when I have to sign in with settings I press sign in but it just makes the keyboard disappear and I’m stuck with a useless sign in and cancel button that don’t do anything when I press on them...
I even did it four times but nothing.... HELP
I did it once or twice already and nothing, I asked help from Apple employee but he just hang up on me after thirty minutes of trying to help because it didn’t do anything.
I made a new Apple ID in case I can’t use this one but i have alot of paid apps on here and I’d be losing all of them...
I can log in with my Apple ID in iTunes and AppStore just fine but I can’t download games I purchased (WITH MONEY)
or update anything.... (*** Apple you say there’s a way to undo the bs u did to my account but it doesn’t work)

If having reset your password it now works on your computer's iTunes but not your iPad or iPhone then try logging out of your account on the iPad/phone by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it
If it doesn;t work on your computer either then you might need to contact Apple : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

You've reset the password and logged out and back in ? What did iTunes Support sat when you contacted them ?
