I put items on my calendar on my phone but they are not showing up on my Mac Air or my iPad or at the web based icloud URL.

Make sure that you have Calendar syncing selected/turned on on your Mac
and on your iPhone:

Thank you, yes, I do. Still nothing showing up on my Mac, my iPad or online at my iCloud account when I put events into my calendar on my iPhone.
Make sure the calendar in iCal is designated to be in iCloud and not "On My Mac".
On the Mac, I went to Preferences, Accounts, and the iCloud account is "enabled."
I am not sure if that matters as the problem is that I put a new event on my iPhone and yet it does not show up on my iCloud account on line.
Photo Stream is not part of your online iCloud account. It's only visible on Macs and mobile devices that are signed in to the same iCloud account.
