To setup my new iPhone5, I need to be able to load my latest iCloud backup which I have done on my iPhone4S. Unfortunatly this runs under iOS6.1.1 which is not available for the iPhone 5. How can I now downgrade my iPhone4S?

Fair enough, but then the iCloud backup is useless when moving to an iPhone5 device.
The backups are independent of the iOS level. Note that the back does not contain the iOS code. You can use the backup from the iPhone 4S to restore th iPhone 5.
Except you cannot use a backup, made from an iOS device running a higher iOS version, to restore to an iOS device running a lower iOS version. That's the OP's issue. A backup made from an iPhone 4S, running iOS 6.1.1, cannot be used to restore to an iPhone 5 running a lower iOS version.
Yes, you are right. In this case that's sort of a Catch 22.
Make an appointment at an Apple store. Take both phones & tell the genius you need to restore the backup from your 4S to your iPhone 5. Then, shut up...don't say another word.

They're going to have to release 6.1.1 to iPhone 5 aren't they?
Since Apple has stated that they have indentified a fix for the iOS 6.1 / Exchange problem and will be releasing that soon things will probably be coming back together in an iOS ~6.1.2 (probably).
