In other words, if I view a site on one device, will other devices on the icloud see that I visited that site on their device? If history is deleted on one device, is it deleted from the icloud, or saved some place else?
No, iCloud doesn't Safari history to other devices.

No. iCloud syncs Safari bookmarks and open tabs (aka "iCloud tabs"), not browsing history.
So if I have read email on Safari on my ipad but icloud is on to other devices will those other devices see that email and what was written? I have gone in and cleared history on safari on the ipad. I would think it wouldn't automatically sync. If it had automatically synced since I earsed the history it will erase on icloud as well right?
If you're talking about iCloud email, your other devices will be updated to show that the email was read when your open the Mail app on them. On your second point, I don't believe browser history is synced to your other devices, so deleting the history on one device should effect the history on your others.
No it is a gmail account. So icloud was on when I logged on and did some emails, now I went in and deleted the history and then turned icloud off. The other devices should not know I was on gmail or the emails in the ccount right?
The Safari history in the other devices shouldn't show that you went to your Gmail account, but if you read, replied, deleted, or moved email to a folder, this would be reflected when you check your Gmail account in the Mail app on your other devices (just not in Safari). As an example, the Safari history list on my iPad and iPhone are completely different even though I have Safari set to On in Settings>iCloud.
