You can sync either one to iTunes or iCloud, and then restore the other one from that backup, if you are looking to get them set up idenctically. However, many of your iPhone 4S apps may not be able to take advantage of the iPad 4s retina display. And if you buy HD apps for the iPad, those may not work on the iPhone 4S.
