How can I send a gift song to a person with in a different country set up in Apple ID?

Please let me know if there is any way to send a gift song/ app to a user in another country? I am registered in the US, my gifts are only redeemable in the US, and when I am trying to purchase a gift in iTunes in a country of my recipient , Apple redirects me back to the US store? Why is it so difficult? Any way around it? Thanks much in advance
