I had to go through the setup in the AT&T store and didn't choose this option to save time. I still have my old device (3GS) and want all my apps, pictures and music that I had on it (the old one) on my new device (4s).

Did you back up your old phone to iCloud?
If you did, and you now want to restore to this backup, go to Settings>General>Reset and tap Erase All Content and Settings. Then go back through the setup screens again, and when given the option, choose Restore from iCloud Backup (see image below). You may want to connect your phone to your charger as this can take some time to finish.
yes it was backed up.....I have a few pictures on my new 4s also so both are back up to the icloud
Ok but now how do I get the pics or the backup of my new phone (4s) also?
Assuming these photos are on your 4S now, import them to your computer first (see http://support.apple.com/kb/HT4083) before erasing it and restoring the backup. You can then sync them back to your phone using iTunes later.
