After restoring my iPhone, I find my previously purchased ringtones no longer available. This after backing up before restoring and then restoring from backup. Anyone have any ideas how to recover ringtones, other than purchase again?

The backup does not inlude any itunes content at all.
You should be importing all purchases made on the iphone to your comptuer regularly, most especially before any update or restore.
You get one download of tones. As always, it is your responsiblity to backup your purchases.
If you failed to do this, then you can ask for an exception from itunes support
