Where are my playlists?? iTunes Match is NOT syncing ANY playlists between iTunes and iphone 4s. I turned iTunes Match off and back on and STILL not syncing any playlists.

I've seen a lot of questions regarding iTunes Match not syncing playlists. This problem has been around for quite some time, apparently. WHY has Apple not fixed this yet?! All of us have paid to be able to use that specific, major, feature of iTunes Match, syncing playlists between iTunes and devices.
