You can not pair it with another phone. That is not a feature of the iPhone.

You said that and you were told that it will NOT connect to other phones.
This has NEVER been a feature of iphone.
Iphone supports bluetooth for stereo speakers/headsets, handsfree telephone devices, some keyboards, some apps from the app store and internet tehtering if provided by the carrier
Other than these, it will NOT connect to another phone or computer.

You can try contacting the carrier to which it is locked and ask them if they offer unlocking.
This has nothing at all to do with your original question.
