Unlocking an iPhone violates Terms of Service from your carrier, and Terms of Use from apple. Sorry for the inconvenience.
Cheers!
Contact the carrier it is locked to and request that it is unlocked.
Contact your cellular provider to determine their unlocking policy, and if you qualify.

Uh?
Im fairly sure... Atleast, thats what ive been told in-person by an apple representative in the past.
The carrier to which the iphone is locked can unlock the iphone. You simply contact them and see if they offer this service and if you qualify.
Unlocking does NOT violate anything. Hacking to unlock does.
Jailbreaking voids support. That is not the same as unlocking.
All you have to do is contact the original carrier and raise a request to unlock. Once you get a confirmation email from them, you need to restore the device once and there you go .. free to use any carrier service (Y).
Not all carriers offer unlocking, you may refer to : iPhone: Wireless carrier support and features http://support.apple.com/kb/HT1937
