Should a Photo Stream Icon show on my www.icloud.com menu panel?

I am having trouble getting started with Photo Stream. My configuration is a Samsung Netbook N220 running the Starter Version of Windows System 7. I have downloaded and run the iCloud setup panel for Windows that contains tick boxes for Outlook (calendars & contacts), bookmarks and photo stream. Calendars and contacts seem fine and I can see them both locally and iCloud. I have a Photo Stream folder within my Pictures folder on the Netbook containing three folders (My PhotoStream, Shared and Uploads). I have pasted some .jpg files into the Uploads, but nothing happens. When I try to download them via Apple TV, it says my iCloud Photo Stream folder is empty. How do I populated the Photo Stream in iCloud and hence my question as I do not see an icon for Photo Stream on my www.iCloud.com menu panel.
