When I try to sync my iPhone to my iTunes, an error message says the apps can't be determined?

I am trying to sync some ringtones I created back to my iPhone 4, but it won't even let me sync my phone now?!

Check Settings>General>Restrictions to be sure that both Installing Apps and Deleting Apps is set to On.

I'm having the same problem as well but am trying to sync apps on an iPhone 3. Settings for installing apps and deteting are on.
