No longer able to delete bookmarks. Is there any way to clear all bookmarks without resetting the iPhone back to out-of-the-box state? The replace bookmarks in iTunes sync is also no longer working.

"Bookmarks" may refer to Safari, Maps, iBooks, etc.
Which do you mean?
I'm referring iPhone 4S bookmarks. I'm no longer (suddenly) able to replace bookmarks on my iPhone using iTunes. sync. And I'm also, now, unable to delete bookmarks on the iPhone.
They are Safari bookmark on my iPhone iOS 6.1.1
Have you tried swiping the bookmark from left to right while in Safari on your iPhone?
Yes. As I said, this iPhone bookmark edit no longer will respond -- all bookmarks are locked in and will not delete. (Actually the phone is a 4G.). In addition previous attempts to sync on iCloud have yielded a huge proliferation of duplicate bookmarks -- also in delete-able.
That is, the duplicate bookmarks are also UNdelete-able.

It's not about an unresponsive iTunes. None of these suggested remedies help. The problem seems to have surfaced with iOS 6 release:
