"the operation cannot be completed because the item is in use"
This is driving me insane, how do I fix this? I've tried restarting, emptying trash bin, renaming file, recopying file over. Nothing works...

What type of item are you trying to move? First, open > Restart to restart your Mac, but untick "Restore windows when logging back in".
If it doesn't work, have you tried to start into safe mode to move the file, holding the Shift key while your Mac is starting? When you start into safe mode, only basic applications and drivers are loaded, so you should be able to do that without any problem
