Can't get face time to work on ipad2 won't sign in even though already registered

I don't know how you can be registered without being signed in.

When the phone number or email address is verified - then FaceTime is then registered for use. Why don't you explain in a couple of sentences - don't short cut what you are doing - explain in detail what you have done to this point,
